The National Cybersecurity Authority (NCSA) of Greece<\/h2>\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\t

The National Cybersecurity Authority (NCSA) of Greece aims to organize, coordinate and implement a comprehensive framework of strategies, measures and actions for achieving and maintaining a high level of prevention, protection, deterrence, response and recovery from cyberattacks. To fulfill its purpose, the Authority develops comprehensive cybersecurity policies framework and draws the National Cybersecurity Strategy (NCSS) through which the strategic objectives, the priorities and the cybersecurity governance framework are defined. At the national level, NCSA is the leading authority in the cybersecurity domain implementing a whole of government approach. The Authority is responsible for issuing mandatory cybersecurity requirements for essential and important entities, as well as guidance of implementation and it is the competent authority to monitor compliance with the cybersecurity legislation. It fosters cooperation and coordination between governmental agencies and between the public and private sector. The Authority cooperates with EU agencies, other member states\u2019 entities and communicates and exchanges expertise with international bodies and organizations as well as allied countries.<\/p>

NCSA is the competent Authority for monitoring and supervising the implementation of the European Union\u2019s Directive on measures for a high common level of cybersecurity across the Union \u2013 NIS2 (2022\/2555<\/a>) in Greece (incorporated through Law 5160\/2024<\/a>). Amongst others, it is the designated single point of contact, the CSIRT and the competent cyber crisis management authority in Greece. Additionally, as stated in Law 4961\/2022<\/a>, the Authority serves as the National Cybersecurity Certification Authority, in accordance with the European Union\u2019s Regulation Cybersecurity Act (2019\/881<\/a>), and as the National Coordination Centre, in accordance with the European Union\u2019s Regulation on establishing the European Cybersecurity Industrial, Technology and Research Competence Centre (2021\/887<\/a>).<\/p>

NCSA is a Legal Entity of Public Law (Law 5086\/2024<\/a>) and is supervised by the Minister of Digital Governance.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

The National Cybersecurity Authority fulfills a multidimensional role in enhancing cybersecurity, ensuring the protection of national digital infrastructures and promoting a secure and innovative digital ecosystem, acting as a cybersecurity supervisory and coordinating mechanism.<\/p>\n

The Authority sets the regulatory framework for the operation of the country’s critical infrastructure\u2019s digital systems, setting out the key policies and standards to be followed by critical public and private entities on cybersecurity issues, according to the NIS2 Directive and national legislation.<\/p>\n

In the event of security incidents affecting essential and important entities in critical sectors for the economic and social life of the country, the NCSA acts as a contact point for reporting and coordinating the response to the incident. Within its scope of supervision, the Authority may intervene to assist in the management of an incident.<\/p>\n

Beyond its regulatory duties, the Authority supports innovation and investments in cybersecurity, contributes to the development of national and international standards, and promotes education and awareness in the field. NCSA also supports scientific research, innovation and capabilities development within the framework of its mission. To this end, the Authority develops collaborations with public, private, academic and research institutions.<\/p>\n

On the international stage, the NCSA collaborates with bodies and counterparts of other EU and non-EU countries, exchanging information and best practices, and representing the country on cybersecurity issues.<\/p>\n

Finally, NCSA works closely with other national authorities operating in cybersecurity domain, ensuring a coordinated approach to protecting the nation’s digital landscape.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

Michael Bletsas<\/span><\/p>

Mr. Bletsas has been appointed as the first Governor of Greece’s National Cybersecurity Authority as of April 2024. Michael Bletsas is a researcher and the Director for Computer Systems at the MIT Media Lab, USA, since 1996.<\/p>
